Sgt. Jax returned from vacation at an undisclosed location last week. He was gone 10 days. That’s it. One glorious, sun-drenched island escape with no CAC reader, no Teams invites, no PowerPoint, just grilled octopus and intermittent Wi-Fi.

He came back to find the Pentagon had joined a cult.

Not a subtle one, either. We're talking full-blown, incense-burning, jargon-chanting, algorithm-worshipping spiritual surrender. They call it "AI modernization." We’re calling it The AI Summer of Love, and friends, it makes Woodstock look like a well-run op.

ACT I: TURN ON, TUNE IN, TOKE(NIZE)

It started innocently. A couple of “exploratory pilots” here and there. A few LLMs trained on doctrine. Someone used ChatGPT to write a white paper on PromptOps for JADC2. Cute.

Then came the psychedelic slide decks queued up in a dashboard.

Suddenly, every defense contractor is a shaman. Every acquisition officer is channeling Timothy Leary. Cloud reps are offering “microdose-friendly neural vibe architectures,” and the Joint Staff is chanting “transformational synergy” like it’s going to manifest an ATO.

DEFCON? It’s now Burning Man for bureaucrats.

Task Force Lima? More like Task Force LSD, handing out mushroom-colored capability briefs that promise “Cognitive Overmatch via Enlightenment Alignment.”

And SXSW? That’s where three colonels in khakis sat cross-legged on a beanbag while a venture capitalist read a poem titled “Zero Trust Is a State of Mind.” Groovy.

A barefoot contractor twirled past Sgt. Jax as he re-entered the Pentagon, eyes closed, arms wide, lost in the transcendental rhythm of procurement. She paused just long enough to tuck a tokenized AI flower behind his ear before spinning away into a hallway filled with incense and Jira tickets.

The twirlers were everywhere. Peace-sign neck tattoos. Drape cardigans. Lanyards that said 'LLM Whisperer'.

Jax walked into the SCIF and saw a guy burning sage over a server rack to “cleanse the legacy tech stack.” He left immediately. “Not today, Satan,” he muttered, clutching a white Monster like a crucifix.

ACT II: THE AI HIGH HITS HARD

By June, the Pentagon had gone full Haight-Ashbury.

War colleges introduced “Mindful Machine Learning” courses. DISA posted a “spiritually resilient AI strategy” on their portal, complete with an animated GIF of a levitating zero-day vulnerability.

One CDAO intern proposed a “compassionate kill chain” pilot with soft lighting and lo-fi trance beats.

Meanwhile, vendors showed up at every tech day with products named things like LucidEdge and QuantumBloom. Their pitch decks featured spiraling fractals, smiling avatars, and a lot of vague talk about “vibrational harmonics in secure enclaves.”

Jax asked one of them what their system actually does, and the rep replied, “It generates awareness by decoding the energetic color signatures of defense posture data in real-time.” So… a dashboard? “No, brother. No. A portal.”, he said while snapping his fingers and staring off into the distance.

But the madness didn’t stop at enterprise software. No, soon the AI romance wave hit, and suddenly the AI Summer of Love took on a new algorithmic flavor. Of course, it wasn't just professional applications people were falling for. Somewhere between the fireside 'LLM enlightenment' chats and ethics roundtables, folks started forming... relationships. Real ones. With their preferred AI model.

Whether it was a Marine captain updating his emergency contact from one of his 6 ex-wifes to ‘Claude v4’ or a teary-eyed staffer healing after Replika ghosted him, the Pentagon’s algorithmic love story hit fever pitch.

ACT III: WHEN THE BROWN ACID HITS

That’s when the brown acid truly kicked in.

The AI-generated targeting tool mistook a Canadian Coast Guard vessel for a North Korean drone swarm because the LLM was fine-tuned on Slack.

Meanwhile, a predictive logistics algorithm, scaled on outdated training data and a weird obsession with zip codes, rerouted munitions to a Whole Foods in Tampa.

Then there’s poor Bob in J4. He started the summer as a cautious spreadsheet whisperer, the kind of guy who color-coded his pivots and double-checked column widths before a meeting. But then came the pilot tools. The dashboards. The oh so seductive dashboards.

He has it worst. He’s so deep into AI-assisted forecasting tools that he may have caught a communicable data science affliction. We’re pretty sure he wasn’t using any GenAI protection. No one’s confirmed it, but he’s started hallucinating and speaking in JSON.

It was all fun and festivals until someone realized we spent $2.3 billion on solutions that can’t make a decision, can’t interoperate with anything but themselves, and can’t be explained without saying “large language model” 17 times while slowly weeping into a double-shot soy latte.

CLOSING: WHAT A LONG, STRANGE BRIEF IT’S BEEN

The AI Summer of Love wasn’t a transformation. It was a trance. A taxpayer-funded fever dream wrapped in empathy theater and invoiced by the token.

But like all trips, the comedown is where truth sets in: AI didn’t fail us.

We failed ourselves by pretending we could outsource understanding to something we don’t even understand.

We treated artificial intelligence like it was a magic pill. Like if we had just swallowed enough LLMs, we’d finally see the future clearly. But here’s the real vision quest:

• The warfighter doesn’t need a neural net. He needs bandwidth that doesn’t collapse when someone microwaves chow.

• We don’t need “sentient dashboards.” We need decision tools that work on Tuesday at 0400.

• And we definitely don’t need another $700M hallucination that produces a Confluence page and calls it “force-multiplying.”

As one AI vendor lovingly reminded us: “You can chaos engineer all you like... but you just can’t leave the vendor.” We checked. He’s right.

Because if there’s one thing the military loves more than acronyms and PowerPoint, it’s solving today’s problems with yesterday’s tactics.

Strategy problem? Here’s a tactical app from 2017.

Operational chaos? Try this low-code tool someone “demo’d at SXSW.”

GITHUB WON’T STOP THE RUSSIAN ADVANCE

Let me take you back to early 2022.

Russia had just decided to go masquerading as the Red Army and crash a sovereign neighbor’s borders. I was knee-deep trying to help the Ukrainian MOD stand up a real strategic information backbone. Something that could feed maneuver decisions, fuse ISR, and help push timely battle damage assessment to a dispersed, resilient force.

So naturally, Defense Digital Services and Defense Innovation Unit (DIU) showed up like IT interns at a firefight:

“Hey bro, want some GitHub?”

“We got Slack channels, that’s basically C2, right?”

“Let’s set up a task tracker so you can label your chaos ‘High Priority.’”

I asked for a system to synchronize operations across forces. They gave me a workspace with three emojis, a virtual sticky note wall, and a $12M contract.

This isn’t support. This is a group chat in camo pants. This is not irony in the classical Greek tragedy sense.

STRATEGY, SHRUNK IN THE DRYER

A recent piece from the Army War College nailed it: We’ve confused strategy with problem-solving. But not in the "solve root cause" kind of way. No, we’re stuck in tactical whack-a-mole. Why? Because we trained three generations of warfighters to think that success looks like a well-synchronized strike package, not a coherent long-game.

The DoD mindset?

“If it didn’t explode, it probably wasn’t a solution.”

Our institutions are dripping in tactical instincts. We recruit it. We promote it. We reward it. You want to write a strategic plan? Better make sure there's a kinetic effect somewhere in there or your Colonel will call it "fluffy."

USCENTCOM taught us this. We’ve been conditioned to believe that war is a series of problems to be neutralized with quick, kinetic, tech-enabled actions. So, we built the tools and culture to support that.

We built a religion around the tactical raid.

We forgot to write the Book of Strategy.

J6? Tactical.

J2? Tactical.

ISR? Oh buddy, we’ll tactically full-motion-video the hell out of that compound.

But strategy? Real strategy, the kind that ties ends, ways, and means into a theater-dominating whole-of-government flex?

That’s for think tanks and laminated posters.

THE BARBIE DOCTRINE

A brilliant satire from Angry Staff Officer recently highlighted that even Barbie (2023 film) understands the difference between tactics and strategy. Barbie had a vision: change Barbie Land. That was strategy. The tactics? A whole montage of doll-driven kinetic action with choreographed outfits.

We in the DoD are Ken, wandering around with a plastic horse and a single mission: "DO TACTIC." The problem is, we treat every Barbie Land like it’s a kinetic sandbox and expect strategic effects from meme-ready mission statements.

Meanwhile, our peer adversaries are playing 5D chess with integrated national power, cyber-espionage, and trade routes while we’re over here designing another prototype GUI interface to slap over a data lake we haven’t mapped yet.

Barbie: Strategic transformation through cultural change.

DoD: “We uploaded a PowerPoint slide into Palantir, but had we briefed from just PowerPoint it’s called “stale” but because it’s now got a Palantir logo in the upper left corner, it’s magically “decision advantage”.

WE’RE NOT IN AFGHANISTAN ANYMORE, TOTO

Here’s the hard truth: what worked in USCENTCOM doesn't translate to USINDOPACOM, USEUCOM, or anywhere else with actual peer adversaries.

You can’t Dropbox your way to deterrence. You can’t Slack your way to command and control. And you definitely can’t GitHub your way to strategic overmatch.

We need fused, resilient, enterprise-grade C2 architectures. We need decision advantage that isn’t a glorified whiteboard in a bunker. We need tools that enable theater-scale synchronization, not another god-forsaken dashboard pretending to be a JADC2 silver bullet.

We keep claiming we're fighting in "contested, degraded, operationally limited" environments. So why do our default solutions require uninterrupted 5G Wi-Fi, 6 plug-ins, and a UI optimized for Silicon Valley interns?

This isn’t digital transformation.

It’s “Innovation Ken” doll in digital dress-up and just as anatomically incorrect.

HERE’S THE REAL IRONIC TWIST

We keep saying we need “whole-of-government” and “data-centric” war-fighting approaches. But every time we get a crisis?

We toss a startup at it. I’m looking at you, Anduril.😏

Or worse, we throw a proprietary legacy platform in a new GUI and pretend it’s “next-gen.” Hi Palantir! 👋

Not a strategy. Not a framework. Just a tactical tool, labeled "transformational," because it has a dashboard, a retired 2 Star V.P. on the Board, and someone at DIU thinks it's cool.

It’s like strapping a white paper to a Navy SEAL and calling it national strategy.

Tactics don’t scale. Strategy does.

Demand more than duct-taped dashboards.

We need to rewire the culture that treats every new problem as a “target package opportunity.” We need tools that can actually support campaign planning across domains and partners. And we need to stop pretending that another Slack workspace is going to fix the fact that no one knows what anyone else is doing.

So, how do we dust off 30 years of tactical warfighting solutioneering?

Blow up the mindset. (Not with JDAMs. With doctrine.)

Defund the dashboard industrial complex (DICs). We don’t need another plugin. We need a plan.

Replace tactical dopamine with strategic discipline. (X “Twitter” threads ≠ theater-level coordination.)

Because Barbie had a plan.

The Army, in its infinite wisdom and love of LinkedIn optics, just commissioned four Silicon Valley execs, senior brass from OpenAI, Meta, and Palantir, as Lieutenant Colonels in a “tech-forward” Reserve detachment called Detachment 201.

Yeah. HTTP 201. 'Created.' How cute. In typical Army fashion they dredged up a 1990s reference and meme-coded the unit name. Meanwhile, they’re so deep in statutory irony they forgot 18 U.S. Code § 201 is literally bribery of public officials. But hey, doesn’t matter which '201' they meant, both wreak of cheap tequila and desperation.

Only the Army could turn a felony statute into a branding opportunity.

But wait, the ink wasn’t even dry on their commission paperwork before OpenAI announced a $200 million DoD contract and a brand-new government services division. No conflict of interest there, right? Nah, why would serving in uniform and selling to the same government at the same time raise any red flags?

This isn’t innovation. This is incest.

It’s like the fox swore an oath, got the keys to the coop, and then billed USDA for “poultry modernization services.”

THE DEATH OF EVEN PRETENDING TO CARE

There used to be a theater to corruption. A polite fiction. Someone would file a memo, recuse themselves, or at least wait a few pay cycles before cashing in.

Now? No pause. No shame. No attempt to hide the fox tracks, blood, and feathers in the henhouse.

The same week they got their shiny uniforms and carefully posed social media pics, these guys launched procurement pipelines aimed right back at the Pentagon they now supposedly “serve.” Kevin Weil and Bob McGrew from OpenAI are not just in uniform… they’re on contract.

Let me translate that for the confused reservist at the back: They get accolades by saluting the DoD and paid to sell the DoD the very thing they’ll recommend in uniform. Must be nice.

Small business? Dead on arrival. There’s no oxygen left for SBIRs or prototypes when the A-list gets to write the requirement and fulfill it in the same transaction. They will build a moat around opportunities and fill it with AI-enabled sharks with lasers.

And Palantir? Don’t even get me started. They're already riding a billion-dollar wave of defense contracts despite a solution so overengineered, overpriced, and unfit for GCC warfighting requirements it makes SAP look agile. The word “interoperable” is doing a lot of heavy lifting in their slide decks. Meanwhile, the price tag reads like a ransom note.

Oh… and all these solutions. Proprietary. We’d be better off selling our souls and data to the Devil. Probably cheaper and easier to get our data back.

This isn’t just a bad decision after five shots of bottom-shelf tequila, this is waking up in Tijuana with a rash, a fake wedding ring, and a burning need for both penicillin and plausible deniability. We aren’t about to just get screwed… we’re about to get raw-dogged by technocrats in a Motel 6 with the lights on.

“SHARP? NEVER HEARD OF HER.”

And let’s be crystal clear about this: If these guys don’t have to slog through JKO, SHARP, OPSEC, and Cyber Awareness 301 like the rest of us poor digital souls, then this is just roleplaying. Uniforms for PR. An expensive taxpayer-funded game of military LARP.

You think the E-4 from Pittsburgh doesn’t notice when a guy in Silicon Valley gets full LtCol status without even learning how to lace boots or survive a staff call on MSTeams? You’re telling me a 19-year-old reservist must learn to fire an M4 and sit through six hours of SHARP training, but LtCol Zuck doesn't even have to read an ALARACT?

Spare me.

This is digital aristocracy. Rank without rigor. Service without sacrifice.

THE SOLUTION ISN’T A TECH BRO — IT’S A TECH PRO

Here’s the irony so thick it deserves its own Congressional earmark:

The military already has the talent. Let me say that louder, “THE MILITARY ALREADY HAS THE TALENT.”

Thousands of brilliant reservists; data scientists, DevOps engineers, ML experts, cybersecurity operators, Cloud gurus are buried in mundane admin jobs, weekend drills, and inspection inventories.

They’re hiding in plain sight. You know why?

Because we treat them like privates first class with laptops instead of national assets. No one is inventorying their skills. No one is tapping their potential. No one is pointing them at real problems. We’ve got linguists washing vehicles and AI engineers doing medical supply checks.

So, here’s a radical thought: don’t commission billionaires. Commission capability.

THE FIX: THE NATIONAL TECH RESERVE CORPS

Establish a standing, tiered Innovation Reserve Corps, a tech-forward structure under OSD or directly under CDAO, built entirely from existing reservist inventories.

• Screen across all branches for high-skill talent: data, AI/ML, logistics automation, software engineering, DevSecOps, EW, etc.

• Build a centralized platform that tags and categorizes these reservists like GitHub repositories.

• Assign mission sets based on IPL gaps, JROCMs, or direct CCMD problem statements.

• Deploy these squads like tech SOF; small, fast, agile teams tasked to solve instead of brief.

Unleash the real warfighters of innovation; the ones wearing boots and badges from Microsoft or MIT. Not to line their pockets, but to finally drag the DoD into a functioning digital future.

Because this isn’t just about procurement. It’s about principle.

The tech bros already got their villas in France.

Let’s give the warfighter a working chat client before we hand the keys to the next hype cycle.

It’s vacation season, that means sun, stress, screaming toddlers, and now… surveillance apps.

Before you even make it past security, there’s a digital ambush waiting. So, buckle up, because in true Guerrilla Memo fashion, I’m about to blow the lid off a tech epidemic that’s been quietly hijacking your privacy one “Download Our App” prompt at a time.

It all started with a simple mission, to check into my flight with United Airlines. (Yes, I know, first mistake.) I thought I’d click a few buttons, maybe answer a security question, and be on my merry way.

But no plan survives first contact. United had another objective.

I’m ushered through their UX like a contestant in a sadistic Capture the Flag exercise at an Army cyber range. After clicking through enough dropdown menus to qualify for my annual Cyber Awareness Challenge, thankfully without that condescending “Jeff” know it all. I finally reach the end and am told:

“To get your boarding pass, download our app.”

Wait…. what?

Since when did boarding a plane require installing a software package and surrendering my digital dignity? I’m not launching a missile. I’m not even requesting a SIPR token.

Let’s pause here. There was a time when the most complicated thing about flying was choosing between peanuts or pretzels. Now I need a dedicated mobile platform just to prove I paid for a seat so small, I need a chiropractor just looking at it.

And I don’t want your app. I don’t need your app. I just want my boarding pass. That’s it. No subscription. No updates. No pop-ups. No mandatory 47-page privacy policy that reads like a cyberpunk dystopian novella.

And I definitely don’t want to be forced into an app just as I’m about to scan at the kiosk while fending off a horde of gate lice…. those majestic airport creatures who believe boarding starts when they feel it starts.

But…. hope! In size 4 font, there's an option: “Click here to have a link sent to your phone.”

I click.

Buzz.

I click again.

The screen flashes: “Unfortunately, we cannot process your boarding pass at this time. Please see a United representative.”

Nothing says "operational readiness" like a failed boarding protocol.

It’s at this moment I truly begin my descent into madness.

Inhale. Exhale. Count backwards from 10... 9... 8...

Ok United App. Let’s dance. But before we get too cozy, I check the privacy policy.

Data Shared: Name, email, User IDs, address.

Reason: “Advertising and Marketing.”

Oh joy.

Data Collected: Photos, videos, personal info, financial info, files, documents, and…. wait for it…. health and fitness data.

I’m sorry, what?

Are we flying to Denver or going on a 4-mile ruck march? Will United be evaluating my gait as I board? Maybe sending a push notification mid-flight: “Hey champ, you’ve only taken 2,400 steps today. Want to upgrade to Premium Economy and pace the aisle for health?”

Maybe if my sleep score drops, they’ll pipe in extra oxygen. Or if I haven't posted in a while, a notification will pop up: “Looks like you’re feeling low. May we recommend a $16 airport cocktail?”

And yes, I know they say they “may” collect this data, but let’s be honest, if there's a monetizable byte anywhere in your metadata, they’ll mine it, polish it, and auction it off to the highest bidder.

We are living in a degenerate App Culture™, a world where every cup of coffee, sandwich, or minor interaction with the outside world requires the installation of a mini surveillance module onto your phone.

And if you're in government or the DoD, let me remind you, your “personal” data isn’t personal if it lives on your phone and five different cloud stacks.

It’s like we’ve handed the adversary our OPSEC handbook, highlighted the juicy parts, and then offered it up with a five-star rating.

Even military cafeterias want you to use an app now. I don’t need AI-enhanced coffee recommendations, I need chow and five minutes of peace.

Remember the blinking clock on your grandparents’ VCR? I asked my grandfather once why it always blinked “12:00.” He squinted at me, the chiseled war hero that he was, and grumbled, “I don’t have time to read those damn instructions. Plus, I already have a watch.”

What’s worse?

And don’t get me started on baristas.

There I am, half-awake, one foot in the real world and one foot still in REM sleep, and the hipster behind the counter asks why I didn’t just order ahead on the app. As if I’m some sort of feral caveman dragging my knuckles through analog space.

“Sir, if you’d downloaded the app, you could’ve saved 90 seconds.”

Yeah? And if I hadn’t downloaded 42 other useless apps already, maybe I wouldn’t be out of storage and stuck deleting family vacation photos just to scan your QR code.

Just make the triple whip double mocha and let me reclaim a shred of my pre-app dignity.

Here’s the thing: We’ve become so numb to all this. We’re asked for so much data, so often that we barely blink when a flashlight app wants access to our contact list, location, fitness stats, blood type, and the contents of our dreams.

Those that rebel against the post-9/11 Patriot Act blindly click “Agree” to Terms of Service they never read just to get their Candy Crush on.

We’ve normalized surveillance as convenience.

What started as “click to continue” is now “download to comply.”

So yes, I joke. I poke fun. I throw a little shade at the absurdity of it all. But beneath the sarcasm is a real concern. Privacy isn’t dying, it’s being harvested. One boarding pass, one latte, or one Uber Eats at a time.

And until we start treating privacy like a right instead of a relic, we’ll keep surrendering control in exchange for 10% off, a faster checkout line, or, God help us, a more “personalized” experience.

So, there I was doom-scrolling LinkedIn when I came across a post of an Army officer asking if leadership types need to be technically proficient. Rant-trigger activated.

Ah yes, the sweet scent of freshly awakened technology PTSD. Nothing like a few buzzwords and an “agile” digital transformation slide deck to remind me that I too was once a hopeful, R&D-bred tech optimist. That was before I got drafted into the spiritual re-education camp known as Army back-office ops.

Now? I’m a grizzled veteran of the Great DigiMod Wars, assigned to fight the ghosts of Joint Vision 2020 using tools last updated when MySpace was still a thing.

You see, I used to think “tech savviness” meant something, an ability to grasp concepts, connect systems, and drive innovation. Silly me. Turns out, in the current DoD ecosystem, that just makes you dangerous. Like showing up to a Renaissance fair dressed as a Stormtrooper.

Leadership? Let’s talk about that.

We’ve got a whole brigade of semi-retired green-suiters and career civilians conducting séances with Cold War doctrine, desperately trying to channel the spirit of past battles into today’s fight. Everything is “tactical,” even when you're at the strategic level. We continually play make believe trying to build an enterprise cloud by daisy-chaining Blackberrys. Yes, sir, this will absolutely scale to the Joint Force. Just give us another working group and $10M across the FYDP.

Our operating model is pure chaos: shove edge solutions into strategic frameworks, execute without planning, and then stare confusedly at the garbage user experience like it's a quantum riddle. "Why does it suck?" they ask. Because, Colonel, it was designed for an ODA op in Kandahar, not global data fusion in INDOPACOM.

And let’s not forget the transformational heroes, Majors and Lieutenant Colonels moonlighting as multi-million-dollar program managers, equipped with a two-hour crash course in acronyms and a mild caffeine dependency. They sit politely through vendor briefings, nod sagely, and then exit the room wondering why Anduril is talking about Olive Garden’s Endless Salad.

Now to the actual question posed on LinkedIn: Should leaders be technically proficient?

Nah. They don’t have to write code or build networks. But if they're making million-dollar decisions that shape the future of warfare, they should at least be able to tell the difference between HTML and a faux Italian restaurant’s “endless” soup and salad menu. What we need is technical literacy, not just buzzword fluency.

Right now, we’ve got a comprehension crisis. We're asking digitally illiterate decision-makers to govern the digital battlefield. It’s like putting someone who failed LAND NAV in charge of GPS modernization.

And guess what? That’s how you get Joint All-Domain Confusion.

That’s right…one drone strike and apparently, we’re now redefining procurement agility to buy tacticool things. Never mind the strategy part. That’s not cool. Not as cool as drones… and ninjas!

Somewhere in a Beltway conference, a General spoke at a podium and in earnest tried to convince us that an eighteen-month slow-cooked, guerrilla-type drone attack was not only strategically a success, but somehow proof positive that if replicated in like manner, the Army's ability to leverage leading edge technology will be flexible, responsive, and "transformational." Riiight.

“We’re going to have to be more agile. Drones are going to constantly change. We’re going to be trying to play the cat-and-mouse game with counter-UAS, so we’re going to have to work through that to make sure that we’re buying systems. We’re going to need a lot more agility in how we buy things.”

Let me say that again in case your caffeine hasn’t kicked in: Eighteen months. For one drone attack. Not a campaign. Not a persistent ISR loop. Not a theater shift. One. Single. Strike.

Operation Spider’s Web was not a doctrinal shift for battlefield procurement, this was a Netflix drama now being spun into a procurement fairy tale. UKR is not in steady state peacetime operations, they are in absolute survival mode.

For the peanut gallery, UKR didn't outmaneuver the bureaucracy, they simply skirted it.

The Fabian Farce: Rome Wasn’t Built by PMRs

What we’re witnessing isn’t new. Quintus Fabius Maximus Verrucosus, Roman statesman, war turtle (ninja?), and patron saint of "let’s not rush things", pulled the same slow-burn tactics in the Third Century BC. The so-called Fabian strategy avoided direct engagement with Hannibal’s forces and instead relied on delay, harassment, and supply disruption.

Sound familiar?

Yes, it sort of worked, until it didn’t. Along the line, Hannibal had had enough of the dodgeball game and Rome finally realized that "harass and delay" was actually "hope and pray" in Latin.

The lesson: Stretching out a fight does not amount to winning it. Marketing a carefully carried-out drone strike as a sign of procurement reform is also not winning, more like gluing an abacus to your cell phone and calling it quantum computing without the Q*bert. Tell me you didn’t think that too. (I’m making a pun about a Qubit if that joke slipped past ya.)

So no, General, your drone strike comparison doesn't herald the arrival of “agile” procurement enlightenment.

The Tenshō Iga Wake-Up Call: Ninjas Had Better INTEL and Tactics, not Acquisition

Let's go deeper into the lore of the black mask history and jump forward to 16th-century Japan. The Tenshō Iga War gave us the greatest real-world test case in asymmetric warfare this side of the Geneva Conventions. Oda Nobunaga’s first invasion of Iga Province in 1579 was an unmitigated disaster. Why? Because the Iga ninja clans that defended, employed guerrilla tactics that made a mockery of conventional power.

But two years later? Nobunaga returned with overwhelming force and stomped Iga into the rice paddies. The moral: guerrilla warfare is damn effective until the other guy gets fed up playing your game and just brings more army.

That is the problem with the Army's present charade using a single, well-thought-out tactical operation as a North Star. Guerrilla wins are like TikTok trends… fun while they last, but don’t bet the war on them. So maybe let’s not wave one drone strike around like a magic wand as though it’s the Rosetta Stone of raid reform. It’s not Shinobi Procurement Ops: Volume One. It’s lipstick on a pig wearing a ninja mask.

Tactical Isn’t Strategic, and a Shuriken Isn’t a Sword

Let’s clarify the distinction they keep fumbling like a buttered throwing star. A drone strike, no matter how clever or friggin’ cool, is a tactical action. Strategy lives in a different dojo. Strategy is what builds platforms, programs of record, logistics chains, and force structure. You don’t strategically strike a target. You strike tactically in pursuit of a strategic objective.

So when the brass says this drone op is a sign that agile procurement works, they’re confusing the effect with the system. It’s the defense equivalent of taping a Roman candle to a Roomba and claiming you’ve invented autonomous lethality.

Shurikens Aren’t Doctrine Ergo Tactical ≠ Strategic. Why Is This Still Hard?

Iga Shinobi (ninjas) scouts identify Nobunaga’s vulnerable flank. They plan a sneak attack. Except they need a CONOPS, a risk matrix, and approval from the Regional Ninja Portfolio Management Board before deploying caltrops.

A month later and they're still waiting for milestone B.

Nobunaga's catapults, in the meantime, are rolling over their village like a terrible idea on Shark Tank.

Would the Iga, having defeated the first invasion, have been as successful in 1579?

Exactly.

The effectiveness of guerrilla warfare lies in its independence from bureaucracy. You don’t plan a sneak attack with a 14-page risk matrix. The Army keeps trying to weaponize the lone success of tactical autonomy as proof that the system, if tweaked, will work better than it worked before. Ignoring the fact that in this instance the system got out of the way. This is the trap we are in.

You can’t ninja-flip a few surprise attacks into a full-blown enterprise strategy. But we’ll try. Oh, we’ll try. That’s how you get a “Joint Pathfinder AI UAS ISR Fusion Testbed Initiative” that exists only as a logo and a dead SharePoint link.

Here’s your medal. Just pin it on the flaming husk of inefficiency.

And Yet, the Real Threat is Intellectual Laziness

Did you ever catch on to how every DoD innovation starts with a successful isolated op and ends with a contract that nobody can define?

This drone strike is already being hailed as the MVP of defense reform. It'll be the highlight of the next AFCEA keynote. There’ll be a white paper, a coin, and perhaps even a coffee table book titled Precision with Purpose: The Birth of Agile Targeting.

This isn’t about drones or ninja nostalgia. It’s about leadership failing to distinguish between what worked and why it worked. Tactical brilliance can emerge from chaos. But that doesn’t mean you should institutionalize the chaos.

Let’s be real, this wasn’t a UKR acquisition transformation. This was a one-off that slipped between the cracks and hit the target before any HQ staff got to shoot it down with an 80-page sustainment plan.

The irony? This type of thing only works until you try to scale it.

Right now, the Army's message sounds like a misplaced transcript from a 1987 pitch meeting:

"So hear me out, our hero’s been waiting in the shadows for 18 months, studying the target, learning its habits. Then BAM! He unleashes the drone! Oh, and let’s call the operation… Project Silent Katana."

You laugh, but you’ve seen that slide. Probably in Comic Sans.

Meanwhile, strategic acquisition is still limping along like a wounded Rōnin dragging a fax machine uphill. We don't have a logical acquisition strategy for all echelons of war. Tactical, operational, and strategic, they all demand different tempos, tools, and timelines. Trying to shoehorn them into one approach is like equipping a submarine crew with nunchucks.

Impressive in theory. Catastrophic in execution.

It’s the bureaucratic version of having sushi at the shoppette and wondering how you ended up with salmonella and an existence-altering case of the squirts.

Why It Matters: Because We’re Getting Our Aikido Reversed

If we don’t fix this disconnect, we’re going to get played by enemies who HAVE figured it out. Do you think China’s pacing threat is merely ship numbers? No, it’s synchronized strategy at all levels, speed in tactics within depth of strategy.

You think they are watching our reaction and shaking in their boots?

They're not afraid of a single drone attack. They're afraid we'll figure out how to mass-produce 10,000 of them without congressional hesitation, stovepipe bickering, and a CFT logo roll-out.

But they know we won't. Because the minute something does work, we take it out back, give it a press conference, badge it, and bury it in "enterprise governance."

Warfare isn’t improv. It’s not an 80’s montage of sweaty training and a last-second comeback triumph. It’s a relentless, disciplined evolution of capabilities that must align across time horizons and organizational levels. Right now, we’re letting a tactical “W” become a strategic hallucination. And hallucinations are for Ninja Terminator, not national defense.

If you're a leader here, in boots or brogues, don't be impressed by the showy success of an ad-hoc drone mission. Demand the harder question: Are we creating systems that scale for the extent of war?

If you're a warfighter, consider this: is our bleeding-edge tech procurement system built for the war we say we're preparing for or the sort of PR cycle we're actually responding to?

And if you're a leader: stop trying to justify strategic re-alignment with tactical wins. Stop the ritualistic dressing-up of one-offs as gospel. Stop giving the Ninja Turtle PowerPoint Award to whatever fluke happens to make it past the planning bureaucracy.

Want real reform? Build strategies tailored to the echelons of war. Tactical should move at sprint speed. Strategic at sustainment depth. Stop asking one system to do it all and failing at both.

Because the next battle won’t wait 18 months for a ninja to save us.

This story showed up heavily in the news back in September 2024, but the climate alarmists must be busy throwing Molotov cocktails at Teslas because they have been uncharacteristically silent.

For those of you under the age of AARP membership, Three Mile Island is the site of the most infamous nuclear mishap in U.S. history.

Microsoft is planning to bring it back online to power its next-gen AI compute center.

Turns out AI isn’t just energy-hungry; it’s insatiable. I haven’t seen a power surge this obscene since Pvt. Snuffy plugged in a Keurig next to the SINCGARS rack and blacked out half the FOB. And when it comes to powering the future of artificial intelligence, it’s bye-bye carbon neutrality, hello uranium pellets.

Meanwhile, the rest of us are being told to embrace 18th-century windmills and ride bicycles to save the planet.

So just to recap:

• Nuclear = too scary and dangerous for our homes

• Nuclear = perfect for AI to generate cat videos and dream up "AI girlfriends"

• You = install solar panels, sweat through the summer, and feel guilty about flying economy

Of course, this shift to nuclear power for AI comes after years…YEARS…. of being browbeaten into guilt over every plastic straw and half-full trash bin. Who could forget being shamed by a 15-year-old climate activist on the world stage, her voice trembling with eco-rage like a Norse goddess scolding a Viking warband for using plastic forks:

Honestly, I'm still recovering from that look. I’ve recycled religiously ever since out of sheer emotional trauma.

Who knows but I am sure she’s suffering by doing it on a fabulous multi-million dollar yacht.

And just to really spice things up, let’s remember that every major defense contract now comes with its own ESG performance metric because nothing screams environmental stewardship like flying a C-17 to a climate summit so someone can PowerPoint their way to a Net Zero participation ribbon.

We’ve got a Pentagon that still can’t figure out how to retire Windows XP, but rest assured, your taxpayer-funded AI is now helping bureaucrats calculate carbon offsets for Palantir Maven dots on a map. Meanwhile, every major base is installing “green roofs” while the plumbing system still thinks it's 1968 and belches lead like it's trying to join a heavy metal band.

Our technological arc started with unlocking the power of the universe… and ends with GPT explaining how to season chicken thighs. At this rate, the next Manhattan Project will be an AI-generated influencer that uses depleted uranium to optimize TikTok algorithms.

But hey, at least the videos will be in 4K and carbon neutral... unless your phone charger counts as a war crime.

In the commercial world, a 50% transition rate from R&D to production would get you a statue in front of Google HQ. But in the DoD, it means we managed to pilot another pilot, only to have it quietly euthanized before reaching full irrelevance. Meanwhile, corporate R&D buries 95% of its ideas in a shallow grave behind the innovation center but at least they don’t send out press releases every time one makes it into a PowerPoint deck.

After all, DIU hands off right where bureaucracy begins and that’s precisely where most efforts go to die. It’s a hype pipeline with no pressure, lots of promise, and absolutely no staying power.

But hey, at least we’re strategic about it. Strategic like a toddler with a marker and access to the SCIF whiteboard.

However, DIU’s not the problem. It’s the symptom of a system that treats innovation like it’s contagious.

We have programs called Task Force Lima, Tradewind, JAIC, CDAO, and DIU. Redundant programs like AFWERX, NavalX, SOFWERX, and service-specific innovation cells. What do they do? Bueller? Bueller?

Ask any Colonel and you'll get a confident answer followed by a slide that ends with: “Pending OSD alignment and Service component buy-in.”

And while every vendor with a GPU and a Midjourney subscription is showing up at defense conferences yelling, “If you don’t buy my AI now, your adversary already has!”, we’re over here treating these pitch decks like intelligence products. This is ironic, considering the only thing our adversaries are stealing faster than our IP is our procurement process.

So what are we actually doing with all this AI money?

• Building more prototypes than Lockheed in the 1950s.

• Launching “pilot programs” where 50% never take off and the rest die slowly.

• Funding SBIR Phase IIIs to nowhere.

• Hosting “Hackathons” where nobody uses the winning solution.

We’ve got AI for ISR, logistics, HR, and even AI to write our AI strategy. AI to test the AI written by the other AI. Each is more doomed than the last.

Here’s the dirty little secret: we don’t want scalable AI. We want impressive pilot programs with jazzy dashboards and just enough edge compute to convince Congress we’re modernizing without ever threatening the status quo. Real AI might mean real change. And real change doesn’t get you invited to the next AFCEA panel.

Because every DoD innovation officer knows the golden rule: “Deploy it, and it dies. Prototype it, and it haunts the enterprise forever like a cursed relic guarded by three-letter acronyms.”

THE DIGITAL AI MIDDLE FINGER

So what happens when we do manage to duct-tape together a prototype and sneak it past the budgeting gatekeepers?

Spoiler: it doesn’t die of poor code. It dies of bureaucracy-induced apathy. Let’s break down the six-phase slow kill of every so-called “pilot program”, or as Sgt. Jax calls it, The Digital Middle Finger of Innovation.

1. Employee Resistance: The Actual Digital Middle Finger

Contrary to what your glossy strategy slide implied, employees aren’t dying to change their workflows just because a consultant showed up in a Patagonia vest.

If you don’t explain why it matters, people will treat it like a phishing test.

No resources? No results.

If you’re not resourcing it properly and from the jump, it’s not transformation, it’s a LinkedIn post waiting to happen.

5. Strategy? What Strategy?

Look, it’s hard to blame people for being confused when your strategic direction changes every quarter and your latest “transformation framework” is named after a mythical creature or God forbid another Marvel character.

If your strategy fits on a coffee mug but your implementation plan requires legal counsel, you’re not modernizing, you’re laundering confusion. It’s no wonder folks are staring blankly at the digital onboarding module wondering if this is a test.

6. Culture Eats Your Change Management Plan for Breakfast

Let’s be real. Most change efforts die not from technical hurdles, but from behavioral inertia. You can't just deploy a new tool and expect humans to suddenly start collaborating like Navy SEALs on a group project.

If you didn’t account for the actual ways people interact, hoard knowledge, avoid meetings, and game Outlook, your system is toast.

Behavioral change isn’t a side task, it’s the main effort. Otherwise, your new platform becomes a graveyard of unused features and awkward team chat emojis.

You didn’t fail because of the software. You failed because you forgot the humans.

Transformation without buy-in, strategy without clarity, and innovation without support are just expensive failures with better fonts.

THE GREAT FRUIT CARVING REBRAND

No, this time it was Pete Hegseth…using Signal.

One Fox News segment, one mention of a secure messaging app, and suddenly the DoD responded like someone had detonated a flashbang inside the E-Ring.

Clutch the pearls, initiate the think pieces, stand up the cyber task force.

“He’s using Signal!? To communicate!? On a phone!?”

Yes, friends. Apparently, in a military ecosystem that routinely misplaces USB drives and ships hard drives across oceans via DHL, the real crisis was someone using the same encrypted app that half the Pentagon uses to coordinate their carpool.

And in true DoD fashion, instead of focusing on the message, we started a full-blown modernization initiative for the medium.

Enter: Operation SignalGate, not to be confused with the app but definitely confused with innovation.

A revolutionary new effort to make chat work in the DoD. For real this time. Not like last time. Or the time before that. Or those other 46 times.

This bold, revolutionary, game-changing effort will finally address the one capability the Pentagon has failed to deliver since the bell-bottom clad disco era:

Basic. Freaking. Chat.

So, let’s give it up for Acting DoD CIO Katie Arrington, who in response to “Signalgate” has courageously stepped forward to lead the DoD into the bold, brave world of…instant messaging.

Yes, you heard that right.

In the year 2025, while commercial industry is training AI to detect cancer, optimize global logistics, and rewrite your résumé in pirate-speak, the Pentagon is still trying to figure out how to securely say:

“Hey, you up?” - JSOC, probably.

INNOVATION THEATER: CHAT EDITION

According to a recent DefenseScoop article, the DoD CIO office is now prioritizing secure platforms for sensitive instant messaging. This is being framed as a major modernization milestone.

Because after 40+ years, 300+ tools, and approximately $8.7 billion in reinvented solutions, the department has declared that “chat is hard” and must now be studied, road mapped, and focus-grouped.

“It’s not just about chat,” they say. “It’s about trust, security, and mission assurance.”

Right. And yet here we are, after decades of programs like mIRC, Jabber, ChatSurfer, Wickr, Slack-clones, SIPRchat, JChat, CB Chat, Rocket Chat, MS Teams, "insert-JCWA-name-here" Chat, the CENTCOM Custom Chat Client of 2013 (RIP), and that one tool that required a 12-step PKI ritual just to say, “Good morning.”

It’s a bit like a major airline announcing it’s finally going to modernize… wheels.

“We believe reliable rolling technology is foundational to flight.”

Definitely something you want to hear at 30,000 feet.

It’s tempting to ask: why is chat still a “future capability” for the world’s most powerful military?

ARE WE THE PROBLEM? (SPOILER: YES)

If DoD’s “innovation thought leadership” hasn’t solved the secure chat problem since Han Solo first shot Greedo in a Mos Eisley cantina (he did, it’s settled)… what faith should anyone have in its ability to deliver on things like AI-enabled kill chains, digital C2, or data-centric operations? Seriously.

The Pentagon has announced Joint All-Domain Command and Control (JADC2), Advanced Battle Management System (ABMS), Project Convergence, and Task Force Lima. It holds tech showcases with drone swarms and quantum-secure communications. It publishes strategies with phrases like “machine speed” and “decision advantage” on the cover.

But in the real world?

We’re still losing contact with forward elements because chat goes down during patch Tuesdays.

We’re still issuing training slides for how to properly log into MS Teams using a SIPR token, two CAC readers, and the blood of a unicorn.

We’re still asking battalion staff officers to “just email it” because no one knows which chat client works on which network.

This isn’t innovation. It’s cosplay.

A BRIEF AND PAINFUL HISTORY OF DOD CHAT

All the machine learning in the world won’t save us if we are unable to communicate securely.

You know what enables decision dominance? Messages that arrive before the enemy artillery does.

Let’s be honest: if DoD can't figure out real-time chat, what are the odds we’ll win at AI, cyber, or digitally enabled kill chains?

The issue isn’t technology. It’s governance, acquisition inertia, and an obsession with building custom tools in a world full of commercial solutions that actually work.

Instead, we have a “chat modernization roadmap” that reads like a Choose Your Own Adventure where every option leads to a working group.

WHAT’S ACTUALLY BROKEN?

Here’s what is NOT the problem:

• Technology. We’re not lacking encrypted chat tools.

• Capability. Commercial industry has solved this repeatedly.

• Demand. Every warfighter wants this fixed yesterday.

Here’s what IS the problem:

• Procurement delays make chat rollout glacially slow.

• Security paranoia that blocks tools until they’re neutered into uselessness.

• Siloed governance where every organization builds its own flavor of chat, all mutually incompatible.

• Cultural distrust of COTS because heaven forbid a product actually works or industry outperforms Government.

We’ve somehow managed to turn “send message securely” into a multi-year acquisition drama starring 17 stakeholders, 4 PMOs, and at least one software engineer who now works at Wendy’s out of spite.

SIGNALGATE = SYMPTOM, NOT SOLUTION

SignalGate isn’t the problem. It’s the symptom of an institution that keeps trying to “go digital” while refusing to fix the pipes or deliver a basic capability in the span of two generations of service members.

You can’t slap “Joint AI-Powered Mission Chat” on a PowerPoint and call it modernization if it still takes 18 months to get an ATO.

This also isn’t just about chat. It’s about credibility.

If DoD leadership wants the warfighter to believe in any of its modernization priorities, from ABMS to JWCC, it must first demonstrate competence in delivering basic functionality.

Trust doesn’t come from white papers. It comes from working systems. There’s no digital kill chain without digital comms. Trust is built on results, not ribbon cuttings. And right now? Secure chat’s not working.

GUERRILLA LESSONS FROM THE FRONT

So, what should we learn from SignalGate?

“Innovating” basic tools is a warning sign. When a CIO must prioritize instant messaging in 2025, it means the system failed 20 years ago.

C2 without modern communications is a myth. Don’t talk to us about JADC2 if your chat breaks during a shift change.

Trust in IT modernization depends on delivery. If you can’t deliver a secure chat box, no one’s trusting your “warfighting platform of the future. You can’t spell JADC2 without ‘Just Another Duct-taped Chat Client.’

Want to prove innovation? Deliver something that works.

Let’s stop pretending every requirement is a moonshot. Some of this is plumbing. Reliable, fast, secure plumbing. The DoD’s digital pipes are leaking, and the warfighter is getting soaked.
